Can is there some freeware / software that can block programs for certain periods of time?

Say I want Firefox and a few other select programs blocked for an hour or so per day, just a designated time, like 4 to 5. Is there some parent software/freeware that lets me do that? I want the programs to be blocked / locked for just a specific time I request and then unlock when the time is up.
