Can a person in a US state prison ask directly appeal for a pardon to the President? If so, how?

I'm confused by this question. Because that person is in a state prison, does that mean that he committed a state crime? If so, what's the point of a person in a state jail asking for a pardon from the President? The President can only pardon people that committed federal crimes. I may be wrong, that's why I'm asking.
