Should I get highlights?

My hair is a dark blonde with some natural lighter highlights throughout. I was considering changing my look, because I have always had long hair and have never dyed my hair. I was considering getting a long bob like Nicole Richie. I have fair skin with a few freckles and blue eyes. Should I get lighter blonde highlights?
