Since those on the Right always said the Death Penalty is not punishment but a deterrent, how will this deter?

If someone would have bothered to report this guy to and had him declared mentally ill, he would not have been able to buy and gun and would have not ped the background check. Death Penalty is not a deterrent, it is a punishment for the crime of murder (my opinion it should be used for more crimes).
